Start the server once.
The first start creates your economy's files. Nothing is sent anywhere — it all lands on your own disk, and it stays there.
What you should see

If it did not start at all, it is almost always the Java version from step two rather than the plugin.
Leave it running
You do not need to type anything in console yet. The rest of setup happens on this page, and the last step gives you one command to run — so it saves a trip to keep that console window open.
