What happened?
All three end in the same place, and none of them is new setup. Running new setup instead is the mistake this door exists to prevent: you would end up with two instances and half an economy in each.
The server was rebuilt or wiped
The files are gone but the instance still exists on our side. Recovery reissues its credentials against the same instance, so the panel keeps its history rather than starting a second one.
The credential was lost or leaked
The server secret is gone, or somebody who should not have it does. Recovery issues a new one and the old one stops working the moment the new one is used once.
The server moved to a new host
Same economy, new machine. The instance follows the data, not the address, so this is a credential reissue rather than a new setup.
