Sign in as the owner.
Recovery reissues a credential for a server, so the only person who may do it is the account that owns the instance. There is no way to prove ownership from the server side once the credential is gone — which is exactly why the spec puts recovery on the website and nowhere else.
A co-owner can do this too. Only the primary owner cannot be removed from an instance; day-to-day control is shared.
